　　捜査権　事件なければ　動かない

　捜査遅行

　拉致され金銭を要求され、

　家族が警察に相談したが、

　事件ではないとあしらわれ、

　それでも捜査依頼をすると

　拉致脅迫者に警察だと名を告げて

　確認捜査をされたが為に、

　殺されてしまった少年の家族が

　警察当局と県に損害賠償を請求し、

　勝訴したニュースは警察捜査の

　あり方に問題を提起した。

　これまでも事件でないものには

　警察の捜査範囲にはないと

　取り合わなかった。

　しかし、事件を未然に防ぐのも

　警察当局の任務と思われる。

　事件が起きてからでは遅すぎる

　感覚がなければいつまでも

　事件の減少は見えない。

　変なスパムメールが来たので
